Aviation Fuel

Adelaide Airport provides access to the AAAFF for fuel suppliers and into-plane (ITP) operators, subject to the following charges:

• Throughput Charge
• ITP Charges

These charges apply under the terms outlined in the Fuel Supplier Terms of Use Agreement, the ITP Operator Terms of Use Agreement, and the ITP Support Facilities Licence Agreement.

Fuel Service Rate (FSR)

From 1 December 2021, fuel suppliers have been charged a Fuel Service Rate (FSR) aligned with global aviation fuel pricing frameworks. The FSR is calculated on a cents-per-litre basis using a building block model that includes:

• Recovery of acquisition and funding costs for the AAAFF
• Ongoing operations and maintenance
• Insurance requirements
• Environmental liabilities and remediation
• Capital works and infrastructure upgrades

The FSR is reviewed annually, effective from 1 July, and is set through to 30 June of the following year. Fuel suppliers are notified of the revised rate 30 days prior to implementation, and the updated FSR is published on Adelaide Airport’s website.

Adelaide Airport has adopted a long-term investment approach to the AAAFF and has set the following FSR:

* Valid from 1 July 2025 – 30 June 2026.

Admission of an Applicant as a Fuel Supplier will be subject to the following qualifying criteria:

1. The Applicant must demonstrate that is holds all regulatory approvals required to supply the applicable Fuel to the AAAFF;
2. The Applicant must:
   1. Be able to deliver the Fuel to the Facilities, to be supplied through the Facilities, sufficient to supply its customers’ requirements in full and which meet all product specification requirements as defined in the Fuel Supplier Terms of Use Agreement; and
   2. have access to adequate laboratory testing facilities accredited by the National Association of Testing Authorities which are available consistently and promptly to confirm the quality and compliance with the Fuel Specifications;
   3. have in place quality control procedures which, at a minimum, comply with the Operating Procedures set out in the Fuel Supplier Terms of Use Agreement;
3. The Applicant must be able to demonstrate that it:
   1. Is a JIG member and adheres to JIG requirements and standards, including, without limitation, the requirements of EI/JIG Standard 1530 Quality assurance requirements for the manufacture, storage and distribution of aviation fuel to airports;
   2. Is technically able and has sufficient resources to adhere to operating procedures and standards set out in the Fuel Supplier Terms of Use Agreement;
   3. Is always capable of fulfilling the obligations of a Fuel Supplier under the Fuel Supplier Terms of Use Agreement including the financial requirements relating to Aircraft Refuelling liability;
   4. Has insurance coverage or financial resources which is adequate to meet its obligations under the Fuel Supplier Terms of Use Agreement and in accordance with JIG requirements;
4. The Applicant must provide written confirmation to AAL that:
   1. It will enter into the Fuel Supplier Terms of Use Agreement;
   2. It will enter into the Aircraft Refuelling Indemnification Agreement;
   3. It will provide such Security as required by AAL to support the Applicant’s obligations under the Fuel Supplier Terms of Use Agreement;
   4. if the Fuel Supplier is not also an ITP Operator, have (or its customer Aircraft Operators must have) entered into an agreement (which may be conditional on being granted access to the AAAFF and Fuel Facility Services) with an ITP Operator for the delivery of Fuel from a Delivery Point into an Aircraft for one or more of its customer Aircraft Operators under a Fuel Supply Agreement, and provide AAL with the name(s) of an ITP Operator to service its customers;
   5. it has (or will have before becoming an active supplier of aviation fuel through the AAAFF) a written contract or other form of binding commitment with one or more airline operators to supply aviation fuel on-Airport to such airline operators; and
5. AAL has entered into ITP Operator Terms of Use Agreements with several ITPs to provide them access to and use of the AAAFF. While AAL has taken due care to ensure that ITP Operators meet the qualifying criteria, AAL is not responsible for and does not vouch for or provide any warranty in relation to any services provided by any ITP Operator and will therefore not be liable for any loss (including consequential loss) that is caused by, or in any way related to, an ITP Operator. Each Applicant/fuel supplier or airline must conduct its own due diligence or seek independent advice (if necessary) prior to engaging an ITP Operator.

DEFINITIONS

Unless a contrary intention applies, defined terms have the meaning given to them in the Fuel Supplier Terms of Use Agreement, and:

Applicant means any person desiring to supply Fuel through the AAAFF

Fuel has the meaning as outlined in the Fuel Supplier Terms of Use Agreement

Aircraft Refuelling Indemnification Agreement means an indemnification agreement in the form provided by AAL and otherwise has the meaning given to it in the Fuel Supplier Terms of Use Agreement
